Sec. 1-10. Definitions. As used in this Act: "Agency" means the Illinois Power Agency. "Demand-side program" means a program implemented by or on behalf of a utility to reduce retail customer consumption (MWh) or shift the time of consumption of energy (MW) from end users, including energy efficiency programs, demand-response programs, and programs for the promotion or aggregation of distributed generation. "Electric cooperative" has the meaning given to that term in Section 3-119 of the Public Utilities Act. "Generation resource" means a facility for the generation of electricity. "Integrated resource plan" or "IRP" means the planning process for a municipal power agency, municipality, or electric cooperative to evaluate energy supply and demand in order to meet long-term energy needs while minimizing costs and complying with federal and State environmental requirements, consistent with this Act. "Municipality" has the meaning given to that term in Section 11-119.1-3 of the Illinois Municipal Code. "Municipal power agency" has the meaning given to that term in Section 11-119.1-3 of the Illinois Municipal Code excluding single project municipal power agencies that do not plan for the full requirements of their members. "Renewable generation resource" means a resource for generating electricity that uses wind, solar, hydro, or geothermal energy. "Storage resource" means a commercially available technology that uses mechanical, chemical, or thermal processes to store energy and deliver the stored energy as electricity for use at a later time and is capable of being controlled by the distribution or transmission entity managing it, to enable and optimize the safe and reliable operation of the electric system. "Utility" means a municipal power agency, municipality, or electric cooperative, including a generation and transmission electric cooperative that provides wholesale electricity to one or more distribution electric cooperatives.
