(220 ILCS 5/23-105) (This Section may contain text from a Public Act with a delayed effective date) Sec. 23-105. Findings. The General Assembly finds that the timely siting and development of commercial wind energy facilities, commercial solar energy facilities and energy storage system facilities is critical to the State's energy security and that it is the policy of the State that: (1) the General Assembly has adopted state-wide |
| county siting regulations to establish uniform standards for commercial wind energy facilities, commercial solar energy facilities, and energy storage system facilities throughout this State;
|
|
(2) a consistent dispute resolution process, with
|
| respect to the siting and development of commercial wind energy facilities, commercial solar energy facilities and energy storage system facilities is necessary to provide fair and expeditious decisions on siting disputes to parties affected by the development and siting of a renewable energy project;
|
|
(3) empowering the Commission to resolve siting
|
| disputes and issue siting certificates would allow parties to avoid time-consuming and costly litigation and would provide consistency and certainty to the renewable energy siting and development process in the State; and
|
|
(4) the Commission has the relevant expertise to
|
| establish and govern a renewable energy siting certificate issuance and dispute resolution process.
