(20 ILCS 4140/2-20) (This Section may contain text from a Public Act with a delayed effective date) (Section scheduled to be repealed on January 1, 2035) Sec. 2-20. Committee duties. (a) The Committee shall: (1) develop strategies and recommendations to improve |
| the connectivity of existing and future intercity rail and intercity bus services to transit hubs and systems located outside of the Northeastern Illinois region;
|
|
(2) develop strategies for improving the collection,
|
| aggregation, and use of transit data, including budgeting models, ridership forecasting, equity analysis, and performance metrics;
|
|
(3) promote the adoption and joint procurement of
|
| advanced technologies, such as demand-responsive transit platforms, real-time data systems, mobile fare collection, fleet management tools, and other technologies the Committee may find to improve transit service and operations;
|
|
(4) develop goals and objectives to reduce
|
| duplication of services and achieve public transportation, intercity bus and intercity passenger rail coverage that is as complete as possible;
|
|
(5) develop objectives for providing essential
|
| transportation services to the transportation disadvantaged and for providing technical assistance to communities that are addressing transportation gaps that affect low-income populations;
|
|
(6) develop recommendations for public transit
|
| providers operating outside of the Northern Illinois Transit Authority service area to use innovative strategies, including federal fund braiding, to meet local match requirements for State or federal grants to fund transportation projects;
|
|
(7) review and make recommendations on increasing
|
| efficiency in procurement;
|
|
(8) recommend and support shared services or
|
| regionalized administrative functions to reduce costs and improve operational efficiency;
|
|
(9) explore and advise on the use of innovative
|
| project delivery models, including design-build, progressive design-build, construction manager general contractor, and public-private partnerships;
|
|
(10) consider changes to existing and future funding
|
|
(11) submit recommendations for inclusion in the
|
| Department's final Public Transportation Plan.
|
|
(b) The Committee shall produce a report with its recommendations no later than 2 years after the effective date of this Act.
(c) The Department may procure consulting assistance necessary to support to work of the Committee.
(d) If the Department completes the final Public Transportation Plan before the Committee produces its report, then the Department may release an update to the Public Transportation Plan that incorporates any recommendations included in the Committee's report.
