    Sec. 2-10. Establishment of the Committee.
    (a) The Department shall establish an Interagency Coordinating Committee on Transit Innovation, Integration, and Reform.
    (b) The Committee shall advise the Department on strategies and initiatives that improve access to transit and better integrate transit with intercity rail and intercity bus networks in Illinois outside of the Northeast Illinois region.
    (c) The Committee shall focus on data-driven and evidence-based strategies to improve transit outside of the Northeast Illinois region, including, but not limited to, strategies that improve safety, data collection and use, technology deployment, the use of innovative project delivery, governance of transit in Illinois, funding programs, and interagency collaboration.
    (d) The Committee shall focus on improving the attractiveness of downstate transit providers for State and federal funding opportunities and grants.
    (e) The Committee shall focus on strategies to better connect intercity rail and bus networks to transit systems and hubs that are located outside of the Northeast Illinois region.
    (f) The Committee shall interface with the Blue-Ribbon Commission on Transportation Infrastructure Funding and Policy as needed.
    (g) The Committee shall be consulted for feedback and recommendations to be included in the Department's Public Transportation Plan.
    (h) The Department shall provide administrative support to the Committee.
