SYNOPSIS AS INTRODUCED:

New Act

Creates the Resource Optimization Act. Contains a short title provision and a findings Section.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Resource Optimization Act.

Section 5. Findings. The General Assembly finds that when expenditures outpace revenue it is essential that administrative processes and procedures be rethought, reassessed, and reinvented to permit optimal resource utilization. Emphasis should be placed on retrofitting administrative functions so more can be accomplished with fewer resources.

The cost benefit of administrative functions must not be taken for granted simply because this is how business has been conducted in the past. Appropriate waivers should be sought when federal oversight mandates outlive their purpose. When possible, State oversight should be aligned with federal oversight to eliminate the need for the State to pay for oversight the federal government already performs.

Public-private partnerships should be encouraged, explored, and embraced. Federal initiatives should be identified and pursued. Federal funding on all fronts should be sought.
