| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, Robert L. Spencer became a District | ||||||
| 3 | Conservationist with the Natural Resources Conservation | ||||||
| 4 | Service, an agency of the United States Department of | ||||||
| 5 | Agriculture, in August of 1977, working with landowners and | ||||||
| 6 | county officials in Perry County to conserve our natural | ||||||
| 7 | resources; and
| ||||||
| 8 | WHEREAS, When the 1985 Farm Bill was enacted and all the | ||||||
| 9 | fields had to be planned, Robert Spencer and his staff wrote | ||||||
| 10 | all of the farm plans for Perry County landowners; and
| ||||||
| 11 | WHEREAS, Robert Spencer worked with the landowners to help | ||||||
| 12 | install sediment control structures, such as grassed | ||||||
| 13 | waterways, ponds, and block chutes, as well as organizing the | ||||||
| 14 | installation of filter strips and helping landowners put | ||||||
| 15 | farmland into the Conservation Reserve Program; and
| ||||||
| 16 | WHEREAS, Robert Spencer assisted landowners in the use the | ||||||
| 17 | federal Wetland Reserve Program and Environmental Quality | ||||||
| 18 | Incentive Program to increase conservation efforts on their | ||||||
| 19 | farms; and
| ||||||
| 20 | WHEREAS, Robert Spencer helped the Perry County Soil and | ||||||
| 21 | Water Conservation District Board serve as the reclamation | ||||||
| |||||||
| |||||||
| 1 | review committee for the Perry County Board of Commissioners to | ||||||
| 2 | review mining permit applications; and
| ||||||
| 3 | WHEREAS, In 2007, Robert Spencer served on the Perry County | ||||||
| 4 | Zoning Board to help write the county zoning ordinance; he has | ||||||
| 5 | also served on the Perry County Zoning Appeals Board to help | ||||||
| 6 | protect agriculture in Perry County since 2008; and | ||||||
| 7 | WHEREAS, Robert Spencer worked with the community and the | ||||||
| 8 | Shawnee Resource Conservation and Development Area to secure | ||||||
| 9 | funding for a handicap fishing pier on Pinckneyville City Lake | ||||||
| 10 | and to secure dry hydrants to be installed throughout the | ||||||
| 11 | county to provide water for fire protection in areas where they | ||||||
| 12 | have inadequate water supplies for the fire trucks; and
| ||||||
| 13 | WHEREAS, Robert Spencer retired from the Natural Resources | ||||||
| 14 | Conservation Service on January 5, 2015; therefore, be it
| ||||||
| 15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 16 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 17 | congratulate Robert L. Spencer on the occasion of his | ||||||
| 18 | retirement and thank him for his service to Perry County and to | ||||||
| 19 | the State; and be it further
| ||||||
| 20 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 21 | presented to Robert Spencer as a symbol of our esteem and | ||||||
