| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Russell B. Laine, Chief of |
| 4 | | Police for the Village of Algonquin, on the occasion of his |
| 5 | | retirement after more than 25 years as Chief of Police and more |
| 6 | | than 38 years in law enforcement; and
|
| 7 | | WHEREAS, Russell Laine was born on December 11, 1950 in |
| 8 | | Waukegan to Raynold and Martha Laine; he graduated from York |
| 9 | | Community High School in 1969; and
|
| 10 | | WHEREAS, Russell Laine served in the United States Military |
| 11 | | from December of 1969 until September of 1971, serving in South |
| 12 | | Vietnam as an Infantry Medic with the First Cavalry Division; |
| 13 | | and |
| 14 | | WHEREAS, During his military service, Russell Laine |
| 15 | | received numerous awards, including the Combat Medical Badge, 3 |
| 16 | | Bronze Stars, and a Purple Heart; and
|
| 17 | | WHEREAS, Russell Laine worked as an Emergency Medical |
| 18 | | Technician and Surgical/Orthopedic Assistant at the Memorial |
| 19 | | Hospital of DuPage County from 1972 to 1976; and
|
| 20 | | WHEREAS, Russell Laine later pursued a career in law |

| 1 | | enforcement and graduated from the College of
DuPage in 1976 |
| 2 | | with an Associate's Degree, Aurora University in 1978 with a |
| 3 | | Bachelor's Degree, and
John Marshall Law School in 1991 with a |
| 4 | | Juris Doctor Degree; and |
| 5 | | WHEREAS, Russell Laine graduated from the Police |
| 6 | | Administration Training Program at the Traffic Safety |
| 7 | | Institute at Northwestern University and the Midwest Law |
| 8 | | Enforcement Executive Development Program; and
|
| 9 | | WHEREAS, Russell Laine was employed as a Police Officer |
| 10 | | with the Streamwood and Bartlett Police Departments beginning |
| 11 | | in 1977; and |
| 12 | | WHEREAS, Russell Laine's excellence as a police officer |
| 13 | | allowed him to move up through the ranks, eventually becoming |
| 14 | | the Chief of Police for the Bartlett Police Department; and
|
| 15 | | WHEREAS, Chief Laine served as the Chief of Police of the |
| 16 | | Edgerton Police Department in Edgerton, Wisconsin from 1982 to |
| 17 | | 1985; and |
| 18 | | WHEREAS, In 1985, Chief Laine was appointed Chief of Police |
| 19 | | for the Village of Algonquin Police Department, serving in that |
| 20 | | position for almost 30 years until his official retirement on |
| 21 | | December 15, 2014; and
|

| 1 | | WHEREAS, Throughout his career in law enforcement, Chief |
| 2 | | Laine attended many specialized training seminars that honed |
| 3 | | his skills as an officer, manager, and leader; and |
| 4 | | WHEREAS, Specialized training in the area of ethics allowed |
| 5 | | Chief Laine to be an honorable man who leads by example; and
|
| 6 | | WHEREAS, Chief Laine has worked as an adjunct professor at |
| 7 | | the Northwestern University Center for Public Safety, Columbia |
| 8 | | College in Columbia, Missouri, Elgin Community College, and the |
| 9 | | Suburban Law Enforcement Academy at the College of DuPage; and |
| 10 | | WHEREAS, Chief Laine authored an article titled "The |
| 11 | | Special Duty Relationship", which appeared in Command Magazine |
| 12 | | in the winter of 1996; and
|
| 13 | | WHEREAS, Chief Laine is a past member of the Child Advocacy |
| 14 | | Center of McHenry County Board and a former member of the |
| 15 | | Sherman Health Care Advisory Board; and
|
| 16 | | WHEREAS, Chief Laine received the Law Enforcement |
| 17 | | Recognition Award from the Illinois Council Against Handgun |
| 18 | | Violence in 2007; and
|
| 19 | | WHEREAS, Chief Laine was elected as Vice President of the |

| 1 | | International Association of Chiefs of Police in October of |
| 2 | | 2002 and became President in November of 2008 and serves as a |
| 3 | | Life Member of the Association; and
|
| 4 | | WHEREAS, Chief Laine served on the First Law Enforcement |
| 5 | | Advisory Committee on Terrorism reporting
directly to the FBI |
| 6 | | Director; and |
| 7 | | WHEREAS, Chief Laine also served on the McHenry County |
| 8 | | Communities Against Gangs Committee, the Illinois Municipal |
| 9 | | League's Public Safety Committee, the North Central Narcotics |
| 10 | | Task Force, and many other committees and coalitions; and |
| 11 | | WHEREAS, Chief Laine was instrumental in introducing the |
| 12 | | Law Enforcement Torch Run for Special Olympics in Algonquin and |
| 13 | | McHenry Counties and continues to serve on the Board of |
| 14 | | Directors for Illinois Special Olympics, an organization which |
| 15 | | honored him in 2014 by inducting him into the Special Olympics |
| 16 | | Hall of Fame; therefore, be it

| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 18 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 19 | | thank Algonquin Police Chief Russell Laine for his many years |
| 20 | | of service to the people of Algonquin and McHenry and Kane |
| 21 | | Counties, congratulate him on the occasion of his retirement, |
| 22 | | and wish him all the best in his future endeavors; and be it |
