1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The School Code is amended  by adding Section 
52-3.167 as follows:
 
6    (105 ILCS 5/2-3.167 new)
7    Sec. 2-3.167. Task Force on Computer Science Education.
8    (a) The State Board of Education shall establish a Task

9Force on Computer Science Education, to be comprised of all of 
10the
following members, with an emphasis on bipartisan 
11legislative
representation and diverse non-legislative 
12stakeholder
representation:
13        (1) One member appointed by the Speaker of the House of
    
14    Representatives.
15        (2) One member appointed by the President of the
    
16    Senate.
17        (3) One member appointed by the Minority Leader of the
    
18    House of Representatives.
19        (4) One member appointed by the Minority Leader of the
    
20    Senate.
21        (5) One member appointed by the head of a statewide 
22    association
    representing teachers.
23        (6) One member appointed by the head of an association

1    representing teachers in a city of over 500,000 people.
2        (7) One member appointed by the head of an association
    
3    representing computer science teachers.
4        (8) One member appointed by the head of an association
    
5    representing school boards.
6        (9) One member appointed by the head of an association
    
7    representing the media.
8        (10) One member appointed by the head of an association
    
9    representing the non-profit sector that promotes computer 
10    science
    education as a core mission.
11        (11) One member appointed by the head of an association
    
12    representing the non-profit sector that promotes computer 
13    science education
among the general public.
14        (12) One member appointed by the president of an
    
15    institution of higher education who teaches college or
    
16    graduate-level government courses or facilitates a program
    
17    dedicated to cultivating computer science education.
18        (13) One member appointed by the head of an association
    
19    representing principals or district superintendents.
20    (b) The members of the Task Force shall serve without

21compensation but shall be reimbursed for their reasonable and

22necessary expenses from funds appropriated to the State Board

23of Education for that purpose. The members of the Task Force

24shall be reimbursed for their travel expenses from

25appropriations to the State Board of Education available for

26that purpose and subject to the rules of the appropriate travel

1control board.
2    (c) The members of the Task Force shall be considered

3members with voting rights. A quorum of the Task Force shall

4consist of a simple majority of the members of the Task Force.

5All actions and recommendations of the Task Force must be

6approved by a simple majority vote of the members.
7    (d) The Task Force shall meet initially at the call of the

8State Superintendent of Education, shall elect one member as

9chairperson at its initial meeting through a simple majority

10vote of the Task Force, and shall thereafter meet at the call

11of the chairperson.
12    (e) The State Board of Education shall provide

13administrative and other support to the Task Force.
14    (f) The Task Force is charged with all of the following

15tasks:
16        (1) To analyze the current state of computer science 
17    education in
    this State.
18        (2) To analyze current computer science education laws 
19    in other
    jurisdictions, both mandated and permissive.
20        (3) To identify best practices in computer science 
21    education in
    other jurisdictions.
22        (4) To make recommendations to the General Assembly
    
23    focused on substantially increasing computer science 
24    education and the
    capacity of youth to obtain the requisite 
25    knowledge,
    skills, and practices to be educated in computer 
26    science.

1        (5) To make funding recommendations, if the Task 
2    Force's
    recommendations to the General Assembly would 
3    require a
    fiscal commitment.
4    (g) No later than July 1, 2017, the Task Force shall

5summarize its findings and recommendations in a report to the

6General Assembly, filed as provided in Section 3.1 of the

7General Assembly Organization Act. Upon filing its report, the

8Task Force is dissolved.
9    (h) This Section is repealed on July 1, 2018.
 
 
10    Section 99. Effective date. This Act takes effect upon 
11becoming law.
