Amends the Board of Higher Education Act. Provides that the Board's master plan shall include the area of middle-skill workforce needs. Provides that the master plan's accessibility measures shall include access to technical and community colleges, apprenticeship programs, and university course offerings.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Board of Higher Education Act is amended by |
| 5 | | changing Section 6 as follows:
|
| 6 | | (110 ILCS 205/6) (from Ch. 144, par. 186)

| 7 | | Sec. 6.
The Board shall analyze the present and future |
| 8 | | aims, needs, and
requirements of higher education in the State |
| 9 | | of Illinois and prepare a
master plan for the development, |
| 10 | | expansion, integration, coordination, and
efficient |
| 11 | | utilization of the facilities, curricula, and standards of |
| 12 | | higher
education for the public institutions of higher |
| 13 | | education in the areas of
teaching, research, middle-skill |
| 14 | | workforce needs, and public service. The master plan shall also |
| 15 | | include higher education affordability and accessibility |
| 16 | | measures, including access to technical and community |
| 17 | | colleges, apprenticeship programs, and university course |
| 18 | | offerings. The Board shall formulate the master
plan and |
| 19 | | prepare and submit to the General Assembly and the Governor |
| 20 | | drafts
of proposed legislation to effectuate the plan. The |
| 21 | | Board shall engage in a
continuing study, an analysis and |
| 22 | | evaluation of the master plan so
developed and it shall be its |
| 23 | | responsibility to recommend, from time to
time as it |
