SYNOPSIS AS INTRODUCED:

20 ILCS 880/25 new

Amends the Illinois Conservation Foundation Act. Ends the terms of the members of the Illinois Conservation Foundation Board of Directors on the date upon which members of the new 12-member board have been appointed and can begin to take action as a Board. Establishes terms for the new members of the Illinois Conservation Foundation Board of Directors.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Conservation Foundation Act is amended by adding Section 25 as follows:

(20 ILCS 880/25 new)

Sec. 25. Terms. Notwithstanding any provision of this Act to the contrary, the term of office of each member of the Board of Directors serving on the day before the effective date of this amendatory Act of the 99th General Assembly is abolished on the date upon which members of the 12-member board have been appointed and can begin to take action as a board. Members of the Board of Directors serving on the day before the effective date of this amendatory Act of the 99th General Assembly may be reappointed to the 12-member board.

Of those 12 members initially appointed following the effective date of this amendatory Act of the 99th General Assembly, 4 shall serve for terms expiring July 1, 2016, 4 shall serve for terms expiring July 1, 2017, and 4 shall serve for terms expiring July 1, 2018. Thereafter, each appointed member shall hold office for a term of 4 years, provided that any member appointed to fill a vacancy occurring before the expiration of the term for which his or her predecessor was appointed shall be appointed for the remainder of that term and the term of office of each successor shall begin on July 1 of the year in which his or her predecessor's term expires. Each member appointed after the effective date of this amendatory Act of the 99th General Assembly shall hold office until his or her successor is appointed and qualified. Any member of the board who has served 2 consecutive 4-year terms is ineligible for reappointment for a period of one year following the expiration of the second term.
