| 1 | AN ACT concerning local government.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 5. The Illinois International Port District Act is | ||||||||||||||||||||||||
| 5 | amended by changing Section 5 as follows:
| ||||||||||||||||||||||||
| 6 | (70 ILCS 1810/5) (from Ch. 19, par. 156)
| ||||||||||||||||||||||||
| 7 | Sec. 5. The Port District shall have the following rights | ||||||||||||||||||||||||
| 8 | and powers:
| ||||||||||||||||||||||||
| 9 | (a) To issue permits: for the construction of all wharves, | ||||||||||||||||||||||||
| 10 | piers,
dolphins, booms, weirs, breakwaters, bulkheads, | ||||||||||||||||||||||||
| 11 | jetties, bridges or
other structures of any kind, over, under, | ||||||||||||||||||||||||
| 12 | in, or within 40 feet of any
navigable waters within the Port | ||||||||||||||||||||||||
| 13 | District; for the deposit of rock,
earth, sand or other | ||||||||||||||||||||||||
| 14 | material, or any matter of any kind or description
in said | ||||||||||||||||||||||||
| 15 | waters;
| ||||||||||||||||||||||||
| 16 | (b) To prevent or remove obstructions, including the | ||||||||||||||||||||||||
| 17 | removal of
wrecks;
| ||||||||||||||||||||||||
| 18 | (c) To locate and establish dock lines and shore or harbor | ||||||||||||||||||||||||
| 19 | lines;
| ||||||||||||||||||||||||
| 20 | (d) Beyond the limits or jurisdiction of any municipality | ||||||||||||||||||||||||
| 21 | to
regulate the anchorage, moorage and speed of vessels and to | ||||||||||||||||||||||||
| 22 | establish
and enforce regulations for the operation of bridges | ||||||||||||||||||||||||
| 23 | and to regulate the
anchorage, moorage, and speed of water | ||||||||||||||||||||||||

| |||||||
| 1 | borne vessels in the entrance
channel, anchorage basin and | ||||||
| 2 | slips in the Senator Dan Dougherty Harbor at Lake
Calumet;
| ||||||
| 3 | (e) To acquire, own, construct, sell, lease, operate, and | ||||||
| 4 | maintain port
and harbor, water, and land terminal facilities, | ||||||
| 5 | and, subject to the provisions
of Section 5.01 to operate or | ||||||
| 6 | contract for the operation of such facilities,
and to fix and | ||||||
| 7 | collect just, reasonable and
non-discriminatory charges, | ||||||
| 8 | rentals or fees for the use of such
facilities. The charges, | ||||||
| 9 | rentals or fees so collected shall be made
available to defray | ||||||
| 10 | the reasonable expenses of the Port District and to
pay the | ||||||
| 11 | principal of and interest on any revenue bonds issued by the
| ||||||
| 12 | District;
| ||||||
| 13 | (f) To enter into contracts dealing in any manner with the | ||||||
| 14 | objects
and purposes of this Act;
| ||||||
| 15 | (g) To police its property and exercise police powers in | ||||||
| 16 | respect
thereto or in respect to the enforcement of any rule or | ||||||
| 17 | regulation provided
by the ordinances of the District and | ||||||
| 18 | employ and commission police officers
and other qualified | ||||||
| 19 | persons to enforce the same. The use of
any property of the | ||||||
| 20 | District or property under the regulation of the District
for | ||||||
| 21 | activities including,
but not limited to, vehicular traffic or | ||||||
| 22 | commercial maritime traffic
shall be subject to the
reasonable | ||||||
| 23 | regulation and control of the District and upon such reasonable
| ||||||
| 24 | terms and conditions as shall be established by its Board. A | ||||||
| 25 | regulatory
ordinance of the District adopted under any | ||||||
| 26 | provision of this Section or
Section 21 may
provide for a | ||||||

| |||||||
| 1 | suspension or revocation of any rights or privileges within
the | ||||||
| 2 | control of the District for a violation of any such regulatory
| ||||||
| 3 | ordinance.
| ||||||
| 4 | (h) To enter into an agreement with community colleges, as | ||||||
| 5 | defined in Section 1-2 of the Public Community College Act, to | ||||||
| 6 | provide for internships, on-the-job training opportunities, or | ||||||
| 7 | job placement opportunities for current community college | ||||||
| 8 | students or graduates. | ||||||
