| 1 | AN ACT concerning human trafficking.
| |||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 1. Short title. This Act may be cited as the Human | |||||||||||||||||||
| 5 | Trafficking Task Force Act. | |||||||||||||||||||
| 6 | Section 5. Human Trafficking Task Force created.
There is | |||||||||||||||||||
| 7 | created the Human Trafficking Task Force to address the growing | |||||||||||||||||||
| 8 | problem of human trafficking across this State. The Human | |||||||||||||||||||
| 9 | Trafficking Task Force shall consist of the following persons: | |||||||||||||||||||
| 10 | 1. three members of the House of Representatives, | |||||||||||||||||||
| 11 | appointed by the Speaker of the House of Representatives;
| |||||||||||||||||||
| 12 | 2. three members of the House of Representatives, | |||||||||||||||||||
| 13 | appointed by the Minority Leader of the House of | |||||||||||||||||||
| 14 | Representatives;
| |||||||||||||||||||
| 15 | 3. three members of the Senate, appointed by the | |||||||||||||||||||
| 16 | President of the Senate;
| |||||||||||||||||||
| 17 | 4. three members of the Senate, appointed by the | |||||||||||||||||||
| 18 | Minority Leader of the Senate;
| |||||||||||||||||||
| 19 | 5. one representative of the Chicago Regional Human | |||||||||||||||||||
| 20 | Trafficking Task Force, appointed by the Governor;
| |||||||||||||||||||
| 21 | 6. one representative of the Chicago Coalition on | |||||||||||||||||||
| 22 | Homelessness, appointed by the Governor;
| |||||||||||||||||||
| 23 | 7. one representative of the American Professional | |||||||||||||||||||
| |||||||
| |||||||
| 1 | Society on the Abuse of Children, appointed by the | ||||||
| 2 | Governor. | ||||||
| 3 | Members of the Human Trafficking Task Force shall serve | ||||||
| 4 | without compensation. | ||||||
| 5 | Section 10. Administrative support. The Department of | ||||||
| 6 | Human Services shall provide administrative and other support | ||||||
| 7 | to the Human Trafficking Task Force. | ||||||
| 8 | Section 15. Duties of Human Trafficking Task Force. The | ||||||
| 9 | Human Trafficking Task Force shall conduct a study on the human | ||||||
| 10 | trafficking problem in this State and shall: | ||||||
| 11 | (1) develop a State plan to address human trafficking;
| ||||||
| 12 | (2) implement a system for the sharing of human | ||||||
| 13 | trafficking data between government agencies in a manner | ||||||
| 14 | that ensures that the privacy of victims of human | ||||||
| 15 | trafficking is protected and that data collection respects | ||||||
| 16 | the privacy of victims of human trafficking;
| ||||||
| 17 | (3) implement an information system between agencies | ||||||
| 18 | to detect individuals and groups engaged in human | ||||||
| 19 | trafficking;
| ||||||
| 20 | (4) establish policies to enable State government to | ||||||
| 21 | work with nongovernmental organizations and other elements | ||||||
| 22 | of the private sector to prevent human trafficking and | ||||||
| 23 | provide assistance to victims of human trafficking who are | ||||||
| 24 | United States citizens or foreign nationals;
| ||||||

| 1 | (5) evaluate various approaches used by state and local | ||||||
| 2 | governments to increase public awareness of human | ||||||
| 3 | trafficking, including trafficking of United States | ||||||
| 4 | citizens and foreign national victims;
| ||||||
| 5 | (6) develop a curriculum and training program for law | ||||||
| 6 | enforcement agencies, prosecutors, public defenders, | ||||||
| 7 | judges, and others involved in the criminal and juvenile | ||||||
| 8 | justice systems on: | ||||||
| 9 | (A) methods used in identifying victims of human | ||||||
| 10 | trafficking who are United States citizens or foreign | ||||||
| 11 | nationals, including preliminary interview techniques | ||||||
| 12 | and appropriate questioning methods; | ||||||
| 13 | (B) methods for prosecuting human traffickers; | ||||||
| 14 | (C) methods of increasing effective collaboration | ||||||
| 15 | with nongovernmental organizations and other relevant | ||||||
| 16 | social service organizations in the course of | ||||||
| 17 | investigating and prosecuting a human trafficking | ||||||
| 18 | case; | ||||||
| 19 | (D) methods for protecting the rights of victims of | ||||||
| 20 | human trafficking, taking into account the need to | ||||||
| 21 | consider the human rights and special needs of women | ||||||
| 22 | and minors; | ||||||
| 23 | (E) the necessity of treating victims of human | ||||||
| 24 | trafficking as crime victims rather than criminals; | ||||||
| 25 | and | ||||||
| 26 | (F) methods for promoting the safety of victims of | ||||||
| |||||||
| |||||||
| 1 | human trafficking.
| ||||||
| 2 | Section 20. Report. On or before June 30, 2016, the Human | ||||||
| 3 | Trafficking Task Force shall report its findings and | ||||||
| 4 | recommendations to the General Assembly, by filing copies of | ||||||
| 5 | its report as provided in Section 3.1 of the General Assembly | ||||||
| 6 | Organization Act, and to the Governor. | ||||||
| 7 | Section 25. Task force abolished; Act repealed. The Human | ||||||
| 8 | Trafficking Task Force is abolished and this Act is repealed on | ||||||
| 9 | July 1, 2016.
| ||||||
| 10 | Section 99. Effective date. This Act takes effect upon | ||||||
| 11 | becoming law.
