| 3 | | on page 1, by replacing line 5 with the following: "Sections |
| 4 | | 17-114, 17-132, and 17-149 and by adding Section 142.2 as |
| 5 | | follows:"; and

| 6 | | on page 4, immediately below line 21, by inserting the |
| 7 | | following:

| 8 | | "(40 ILCS 5/17-142.2 new) |
| 9 | | Sec. 17-142.2. To convene and provide support for a Health |
| 10 | | Insurance Task Force. |
| 11 | | (a) There is hereby created the Chicago Teachers' Pension |
| 12 | | Fund Health Insurance Task Force. The Task Force shall consist |
| 13 | | of 11 members appointed as follows: |
| 14 | | (1) Eight members, 2 of whom shall be appointed by each |
| 15 | | of the 4 legislative leaders. |

| 1 | | (2) One member, who shall be appointed by the board of |
| 2 | | trustees of the Fund. |
| 3 | | (3) One member, who shall be appointed by the executive |
| 4 | | director of the Retired Teachers Association of Chicago. |
| 5 | | (3) One member, who shall be appointed by the president |
| 6 | | of the Chicago Teachers Union. |
| 7 | | Members of the Task Force shall serve without compensation. |
| 8 | | The Fund shall provide a meeting place and clerical support for |
| 9 | | the Task Force. |
| 10 | | (b) The Task Force shall study and consider the program of |
| 11 | | health insurance coverage for pensioners that is currently |
| 12 | | administered by the Fund, and shall present its findings and |
| 13 | | recommendations concerning the following specified matters: |
| 14 | | (1) the need for increasing the $65,000,000 limitation |
| 15 | | on annual payments under subsection (3) of Section 17-142.1 |
| 16 | | of this Code; |
| 17 | | (2) moving the administration of the retiree health |
| 18 | | plan to another appropriate public or private entity; |
| 19 | | (3) suggestions for an exit strategy and transition; |
| 20 | | (4) consideration of alternative funding mechanisms; |
| 21 | | and |
| 22 | | (5) consideration of the proper role of fiduciaries in |
| 23 | | administering the health insurance program. |
| 24 | | (c) The Task Force shall present a final report of its |
| 25 | | findings and recommendations to the Governor, the General |
| 26 | | Assembly, and the Mayor of the City of Chicago no later than |
