Provides that the General Assembly by law shall provide sufficient transportation revenues to ensure that the State's transportation infrastructure is maintained in a good condition. Provides that the General Assembly shall provide by law that all transportation related revenues and fees shall be deposited into a Transportation Trust Fund. Sets forth the purposes for which Transportation Trust Fund moneys may be used.
