| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Charles E. Leggans of Waukegan, who |
| 4 | | passed away on January 22, 2014; and
|
| 5 | | WHEREAS, Charles Leggans was born on August 23, 1945 in |
| 6 | | East St. Louis; he married his loving wife, Victoria, on May |
| 7 | | 26, 1973; and
|
| 8 | | WHEREAS, After graduating from high school in 1963, Charles |
| 9 | | Leggans attended Southern State for a year; in 1965, he joined |
| 10 | | the United States Navy, where he retired at the rank of Master |
| 11 | | Chief Fire Controlman in August of 1989 after 24 years of |
| 12 | | service; after retiring, he worked at San Diego Community |
| 13 | | College for 20 years and Florida State College for 4 years; and
|
| 14 | | WHEREAS, Charles Leggans was an avid Chicago Bears fan his |
| 15 | | entire life and an avid Drum and Bugle Corps enthusiast; from |
| 16 | | 1960 to 1963, he played trumpet with the Black Knights of |
| 17 | | Belleville; he was also an accomplished accordion player and an |
| 18 | | Eagle Scout; and
|
| 19 | | WHEREAS, Charles Leggans is survived by his wife, Vickie; |
| 20 | | his children, Chanda Leggans, Gregory Leggans, and Julie |
| 21 | | Leggans-Mabins; his grandchild, Michael C. Mabins; his mother, |
