1    AN ACT concerning State government.

 
2    Be it enacted by the People of the State of Illinois, 
3represented in the General Assembly: 



 
4    Section 5. The Military Code of Illinois is amended  by 
5adding Article XVI-A as follows:

ARTICLE XVI-A. ILLINOIS NATIONAL GUARD

STATE-SPONSORED LIFE INSURANCE PROGRAM  

 
9    (20 ILCS 1805/91.1 new)
10    Sec. 91.1. State-sponsored life insurance program. 
11    (a) The General Assembly finds:
12        (1) It is desirable for members of the Illinois 
13    National Guard to have access to low-cost life insurance in 
14    addition to the Servicemembers Group Life Insurance 
15    program currently offered to all service members.
16        (2) The U.S. Congress has provided in 37 U.S.C. 707 
17    that the Secretary of the Army or the Secretary of the Air 
18    Force, as the case may be, may allow a member of the 
19    National Guard to make allotments from his or her pay for 
20    the payment of premiums under a group life insurance 
21    program sponsored by the military department of the state 
22    in which such member holds his or her National Guard

1    membership or by the National Guard Association of such 
2    state.
3        (3) The U.S. Secretary of Defense has provided by 
4    regulation in Section 3-209 of the Department of Defense 
5    Directive 5500.07-R that offering group life insurance 
6    programs sponsored by a state military department, to the 
7    same extent and similar manner as the offering of the 
8    Servicemembers Group Life Insurance program, is not an 
9    endorsement of a non-federal entity in violation of said 
10    regulation.
11    It is hereby the policy of the State of Illinois that 
12members of the Illinois National Guard should be provided with 
13the opportunity to purchase the Illinois National Guard 
14State-Sponsored Life Insurance Program products as provided 
15for in this Section and that the members be allowed to make an 
16allotment for the payment of premiums using the U.S. Defense 
17Finance and Accounting Service military pay allotment 
18procedures in force at the time the allotment is requested.
19    (b) It is hereby established that the National Guard 
20Association of Illinois shall be the designated provider of 
21State-sponsored life insurance products for military members 
22and dependents of the Illinois National Guard.  The life 
23insurance products provided by the National Guard Association 
24of Illinois through its membership in the Militia Insurance 
25Trust shall be known as the Illinois National Guard 
26State-Sponsored Life Insurance Program.

1    (c) The Department of Military Affairs, through the 
2Adjutant General, is hereby designated as the official 
3departmental sponsor of the Illinois National Guard 
4State-Sponsored Life Insurance Program, shall allow, 
5facilitate, and coordinate all efforts to make the Program 
6available to all members of the Illinois National Guard, and 
7shall allow, facilitate, and coordinate requested allotments 
8with the appropriate United States Property and Fiscal Office.
 

9    Section 99. Effective date. This Act takes effect upon 
10becoming law.
