AMENDMENT TO SENATE BILL 2106




2    AMENDMENT NO. ______. Amend Senate Bill 2106 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The State Budget Law of the Civil 
5Administrative Code of Illinois is amended  by adding Section 
650-27 as follows:
 
7    (15 ILCS 20/50-27 new)
8    Sec. 50-27. Budgeting process; working group.  On July 1, 
92013, or as soon thereafter as possible, the  commission 
10described in Section 50-25 shall create a working group 
11consisting of members of the commission for the purpose of 
12developing a plan to make the State budgeting process the most 
13transparent, publicly-accessible budgeting process in the 
14nation.  The working group shall study proposals related to 
15transparency and accessibility in the budgeting process and 
16shall report its findings to the Governor, the General

1Assembly, and the commission no later than January 1, 2015.  The 
2working group may consult with the Director of Revenue, the 
3State Comptroller, and the State Treasurer, and the Director of 
4Revenue, the State Comptroller, and the State Treasurer shall 
5cooperate with the working group.  This Section is repealed on 
6January 1, 2016.".
