AMENDMENT TO SENATE BILL 1323 




2    AMENDMENT NO. ______. Amend Senate Bill 1323, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:

 
5    "Section 5. The Community Youth Employment Act is amended  
6by changing Section 5 as follows:
 
7    (30 ILCS 757/5)

8    Sec. 5. Program; eligibility. Subject to appropriation, 
9the Department of Commerce and Economic Opportunity shall 
10administer a competitive grant program that will provide 5,000 
11youths with stipends or wages, or both, and supervision for up 
12to  a 52-week, year-round 10-week summer work period. The grants 
13shall be awarded only to summer programs, of no more than 100 
14youths, that: 
15        (1) are  created and administered by a community-based 
16    organization, not-for-profit organization, educational

1    institution, or governmental entity in Illinois;
2        (2) employ low-income youths in Illinois between the 
3    ages of 14 and 21; and
4        (3) involve age-appropriate, ability-appropriate, and 
5    experience-appropriate:
6            (A) job training;
7            (B) life skills;
8            (C) education counseling; 
9            (D) work readiness skills; or
10            (E) supervised meaningful work experience
        
11        projects.
