| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives are pleased to congratulate Jeff Kunz on the |
| 4 | | occasion of his retirement as the Department of Human Services |
| 5 | | Director of Labor Relations; and
|
| 6 | | WHEREAS, Jeff Kunz started his 33-year career with the |
| 7 | | Department of Corrections on July 1, 1981 as a Michael Curry |
| 8 | | Intern in Labor Relations; in February 1983, he accepted a |
| 9 | | promotion to the Department of Mental Health and Developmental |
| 10 | | Disabilities as the lead labor relations supervisor; in 1997, |
| 11 | | when the Department of Human Services (DHS) was created, he was |
| 12 | | promoted to the Assistant Bureau Chief in Labor Relations; in |
| 13 | | May 2003, he was promoted to the Labor Relations Director at |
| 14 | | DHS; and
|
| 15 | | WHEREAS, Jeff Kunz is the senior member of the State's |
| 16 | | master negotiation team and has participated in 10 master |
| 17 | | contract negotiations; he has been involved in over 25,000 |
| 18 | | grievances, 300 arbitrations, 12 State-operated facility |
| 19 | | closures, and over 100 Labor Board petitions; he has spent |
| 20 | | countless hours in conversations, discussions, arguments, |
| 21 | | negotiations, and mediations in an effort to implement the |
| 22 | | various programmatic needs of DHS, while at the same time |
| 23 | | ensuring that DHS is in compliance with the various collective |
