HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are pleased to congratulate Jeff Kunz on the 
4occasion of his retirement as the Department of Human Services 
5Director of Labor Relations; and
  
 
6    WHEREAS, Jeff Kunz started his 33-year career with the 
7Department of Corrections on July 1, 1981 as a Michael Curry 
8Intern in Labor Relations; in February 1983, he  accepted a 
9promotion to the Department of  Mental Health and Developmental 
10Disabilities as the lead labor relations supervisor; in 1997, 
11when the Department of Human Services (DHS) was created, he was 
12promoted to the Assistant Bureau Chief in Labor Relations; in 
13May 2003, he was promoted to the Labor Relations Director at 
14DHS; and
  
 
15    WHEREAS, Jeff Kunz is the senior member of the State's 
16master negotiation team and has participated in 10 master 
17contract negotiations; he has been involved in over 25,000 
18grievances, 300 arbitrations, 12 State-operated facility 
19closures, and over 100 Labor Board petitions; he has spent 
20countless hours in conversations, discussions, arguments, 
21negotiations, and mediations in an effort to implement the 
22various programmatic needs of DHS, while at the same time 
23ensuring that DHS is in compliance with the various collective

1bargaining agreements and the Illinois State Labor Relations 
2Act; and
  
 
3    WHEREAS, Jeff Kunz has been an invaluable member of the DHS 
4Administrative Team who has been  relied upon continuously and 
5extensively for his knowledge and skill; he is  appreciated, 
6admired, and respected for  his dedication to DHS and service to 
7the citizens of Illinois; he will be missed not only as a 
8co-worker but as a friend; and
  
 
  
9    WHEREAS, Jeff Kunz's first day on the job was in labor 
10relations, and his last day on the job, March 31, 2014, will be 
11in labor relations; therefore, be it
  
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
13NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
14we congratulate Jeff Kunz on his retirement as the Department 
15of Human Services Director of Labor Relations and wish him the 
16best in all his future endeavors; and be it further
  
 
17    RESOLVED, That a suitable copy of this resolution be 
18presented to Jeff Kunz as an expression of our esteem and 
19respect.
