<SynopsisText>     Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that the people shall have the right to be secure in their electronic communications and data against unreasonable searches, seizures, invasions of privacy or interceptions of communications by eavesdropping devices or other means. Provides that no warrant shall issue without probable cause, supported by affidavit particularly describing the data or communication to be accessed. Effective upon being declared adopted.</SynopsisText></synopsis>
