Provides that a person who has served 2 consecutive 2-year terms as Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, or Minority Leader of the Senate may not be reelected to the same office for a period of 4 years after his or her second term expires. Service before the second Wednesday in January of 2015 shall not be considered in the calculation of a person's service.
