Defines "covered farm vehicles" under the Illinois Motor Carrier Safety Law. Provides that when trailers registered as farm trailers are hauled by a motor vehicle of the second division that is 12,000 pounds or less that is not registered as a farm truck, that truck is subject to privileges and limitations on use as though it were registered as a farm truck. Amends the Illinois Vehicle Code. Defines "covered farm vehicle" under the Illinois Motor Carrier Safety Law. Requires proof of registration as a covered farm vehicle to be kept in the cab of the motor vehicle. Provides that covered farm vehicles may not be used in for-hire operations except by tenants under a crop share to deliver the landlord's portion of the crops. Provides travel restrictions on covered farm vehicles based upon weight. Provides that beginning January 1, 2015, a $10 surcharge shall be collected in addition to standard registration fees for motor vehicles of the second division weighing 12,000 pounds or less at the request of the vehicle owner wishing to have his or her vehicle classified as a covered farm vehicle. Provides that for purposes of collecting this surcharge, motor vehicles of the second division weighing 12,000 pounds or less are considered covered farm vehicles.
