Removes the requirements that a person applying for a parking-fee exempt person with disabilities decal be issued person with disability registration plates and have a valid Illinois driver's license.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Amends the same Section of the Illinois Vehicle Code. Provides that the Secretary of State shall issue a meter-exempt device or decal to a person that has been issued disability plates or a disability parking decal if the applicant is the parent or guardian of a person with disabilities that is incapable of driving, regardless of the age of the person with disabilities.</SynopsisText></synopsis>
