Removes the requirements that a person applying for a parking-fee exempt person with disabilities decal be issued person with disability registration plates and have a valid Illinois driver's license.Senate Committee Amendment No. 1 Replaces everything after the enacting clause. Amends the same Section of the Illinois Vehicle Code.
