Provides that a person who first becomes a member of a board or commission or an elected official of a unit of local government on or after the effective date of the amendatory Act and who serves in that capacity on less than a full-time basis, as determined by rule by the Public Pension Division of the Department of Insurance, is not entitled to accrue service or creditable service under the Code for service in that capacity, if the unit of local government is a county or has any portion of its boundaries within a county that levies a property tax.
