Provides that a unit of local government or a school district that maintains an Internet website shall maintain an electronic mail system. Requires that unit of local government or school district to maintain and provide an electronic mail address for each of its officials for use in the course of their official duties. Requires a unit of local government or school district to post to its website for the current calendar year the contact information, including an electronic mail address, for all elected and appointed officials.
