Provides that on the effective date of the amendatory Act, the terms of office of the members of the Board of Trustees of Southern Illinois University serving on that effective date shall terminate and the Board shall be reconstituted. With regard to the 7 members of the Board appointed by the Governor, by and with the advice and consent of the Senate, specifies that after the effective date of the amendatory Act, the 7 members shall be appointed as follows: at least 3 appointees shall hold an undergraduate or graduate degree from the Southern Illinois University at Edwardsville campus and at least 3 appointees shall hold an undergraduate or graduate degree from the Southern Illinois University at Carbondale campus. Includes one additional voting student member and deletes provisions concerning the designation of a voting student member and a nonvoting student member; makes related changes. Sets forth provisions concerning the expiration of the terms of the 7 initial members appointed by the Governor, by and with the advice and consent of the Senate, pursuant to the amendatory Act.</SynopsisText></synopsis>
