Amends the State Finance Act. Provides that, as soon as possible after the effective date of this amendatory Act, the State Comptroller shall order and the State Treasurer shall transfer $6,600,000 from the Local Government Tax Fund to the Illinois State Medical Disciplinary Fund. Amends the Medical Practice Act of 1987. Provides that the State Comptroller shall order and the State Treasurer shall transfer an amount equal to $1,100,000 from the Illinois State Medical Disciplinary Fund to the Local Government Tax Fund on each of the following dates: July 1, 2014, October 1, 2014, January 1, 2015, July 1, 2017, October 1, 2017, and January 1, 2018. Makes changes to physician licensing fees. Balanced Budget Note, House Committee Amendment No. 1 (Office of Management and Budget) SB 622 (H-AM 1) will have a neutral fiscal impact. While the bill does not require any additional spending, the increase in revenues will allow the Department of Financial and Professional Regulation to immediately restore funding for 18 employees who were recently laid off. Fiscal Note, House Committee Amendment No. 1 (Financial & Professional Regulation) SB 622 (H-AM 1) requests a $6.6 million borrow from the Local Government Tax Fund; however, there is an immediate repayment provision by January 2015 of the borrowed funds. The revenue after the pay back of $6.6 million and deferred operational costs has a positive fiscal impact of $11.4 million.Land Conveyance Appraisal Note, House Committee Amendment No. 1 (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed. Housing Affordability Impact Note, House Committee Amendment No. 1 (Housing Development Authority) SB 622 (H-AM 1) will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence. Judicial Note, House Committee Amendment No. 1 (Admin Office of the Illinois Courts) SB 622 (H-AM 1) would neither increase nor decrease the number of judges needed in the State. Judicial Note, House Committee Amendment No. 1 (Admin Office of the Illinois Courts) SB 622 (H-AM 1) would neither increase nor decrease the number of judges needed in the State. Correctional Note, House Committee Amendment No. 1 (Dept of Corrections) There are no penalty enhancements associated with SB 622 (H-AM 1). The bill would have no fiscal or population impact on the Department of Corrections.
