Creates an income tax checkoff to allow taxpayers to make contributions to the Illinois Women's Military and Civilian Memorial Fund. Provides that moneys in the Fund may be used by the Department of Veterans' Affairs to make grants for the purposes of (i) constructing an Illinois Women's Military and Civilian Memorial in Oak Ridge Cemetery, Springfield, Illinois, and (ii) compiling a registry of persons who are eligible for commemoration as part of the memorial.
