<reference>New Act</reference><aliasreference></aliasreference><reference>25 ILCS 130/2-1</reference><aliasreference>from Ch. 63, par. 1002-1</aliasreference><reference>25 ILCS 130/4-2</reference><aliasreference>from Ch. 63, par. 1004-2</aliasreference><reference>25 ILCS 135/8 new</reference><aliasreference></aliasreference><SynopsisText>     Creates the Regulation Removal Panel Act. Creates the Regulation Removal Panel and sets forth appointments. Requires the Panel to create a system to receive public comment regarding various State laws, rules, and other governing instruments to be considered by the Panel for possible repeal. Requires the Panel to meet once a month to review public comment regarding State laws, rules, and other governing instruments to be repealed. Provides that the Panel shall have the ability to keep or remove the State law, rule, or other governing instrument in question by an affirmative vote of all 5 members. Provides that the Panel shall report its proceedings and any changes to State laws, rules, or other governing instruments annually to the President of the Senate, the Senate Minority Leader, the Speaker of the House of Representatives, the House Minority Leader, and the Governor on or before January 1, 2015 and every January 1 thereafter. Amends the Legislative Commission Reorganization Act of 1984 and the Legislative Reference Bureau Act. Requires the staff of the Legislative Reference Bureau and the Legislative Research Unit to cooperate to provide administrative support to the Panel. Authorizes the Board to adopt any rules that are necessary to implement the requirements of the Act.</SynopsisText></synopsis>
