Provides that the Business Enterprise Council shall study the Illinois State Toll Highway Authority's Earned Credit Program to determine (a) how the Program could be adapted to apply all State construction projects, and (b) the changes to Illinois' statutes and rules that would be needed to implement the Program statewide. Directs the Council to its findings to the Secretary of Human Services and to the General Assembly on or before January 1, 2015. Repeals these provisions on January 1, 2016.
