Provides that the Secretary of State may issue Yellow Ribbon license plates. Provides that the fee for initial issuance of the plates shall be $20 in addition to the appropriate registration fee, of which $5 shall be deposited into the Illinois Veterans Assistance Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund.
