Authorizes rulemaking for the Department of Public Health (instead of the Department of Human Services). Provides that a license to operate a Community Integrated Living Arrangement shall expire one year (instead of 3 years) after issuance. Provides that if the Department of Public Health receives a complaint, then the Department shall (instead of may) conduct an unannounced visit and an investigation (instead of an investigation).
