Provides that, at a State convention, each county shall be entitled to one delegate for each 500 ballots voted by the primary electors of the party in such county at the most recent general primary held prior to the convention (instead of the primary to be held next after the call for the convention). Provides that the State Board of Elections or the appropriate election authority or local election official shall notify a person for whom a petition for nomination has been filed of the obligation to file campaign disclosure documents (now, those documents are listed). Provides that an election authority shall, at least 46 days (now, 45 days) prior to the date of the primary election, have a sufficient number of ballots printed so that the ballots will be available for mailing 45 days prior to the primary election. Provides that the State Board of Elections shall send a written notice of any fine or penalty assessed or imposed against the political committee by first class mail (instead of certified mail) to the address of the political committee. Makes other changes. Makes various technical corrections. Effective immediately.</SynopsisText></synopsis>
