Makes changes concerning the purpose of the Act. Provides that the Department of Public Health shall have the power and duty to establish programs (instead of a program) for the repayment of the educational loans of primary care physicians and other health care providers within specialties determined to be eligible by the U.S. Health Resources and Services Administration for the National Health Service Corps Loan Repayment Program (instead of just the loans of primary care physicians) who agree to serve in designated shortage areas. Removes a provision setting forth the maximum annual payment that may be made to an individual. Allows the Department to use tobacco settlement recovery funding or other available funding to implement the programs. Effective immediately.</SynopsisText></synopsis>
