<reference>625 ILCS 5/5-104.3</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Vehicle Code. Increases the penalty for knowingly, with intent to defraud or deceive another, selling a vehicle for which a rebuilt title has been issued without an accompanying Disclosure of Rebuilt Vehicle Status form to a Class 4 felony from a Class A misdemeanor for a first offense and to a Class 3 felony from a Class 4 felony for a second or subsequent offense. Effective immediately.</SynopsisText></synopsis>
