Provides that on and after the effective date of this Act, contracts of $250,000 or more between the State or any State agency and another state or the federal government may be entered into only by a separate Act of the General Assembly. Provides that a contract executed before the effective date of this amendatory Act valued at more than $250,000 between the State or any State agency and another state or the federal government may be renewed or extended only by a separate Act of the General Assembly.
