Requires the Chicago Board of Education to approve a change to the name of a school building if a petition is filed with the board requesting a change to the school building's name and the petition is signed by at least 5,000 members of the community in which the building is located. Provides that if the board has approved a change to the name of a school building after January 1, 2013 and before September 1, 2013, then the board shall rescind that approval and the original name of the school building must be restored.
