<SynopsisText>     Makes FY14 appropriations to the Secretary of State for ordinary, contingent, and distributive expenses. Makes appropriations from the General Revenue Fund and the Capital Development Fund for construction, alteration, repair, and maintenance of buildings and facilities under the Secretary's control. Makes appropriations from the State Parking Maintenance Fund for maintenance of parking facilities. Makes appropriations for library grants, services, establishment, maintenance, renovation, programs, and equipment. Makes appropriations for tuition and fees for Illinois Archival Depository System Interns. Makes appropriations from numerous funds for the Secretary of State to implement the statutory purpose of those funds. Effective July 1, 2013.</SynopsisText></synopsis>
