Permits a municipality that is not being served, or that being is underserved, by the Regional Transportation Authority to, by resolution, provide for the sequestration of all taxes collected within its corporate boundaries under this Section. Provides that taxes sequestered in this way shall be held in trust by the Illinois Department of Revenue and shall be paid over to the Regional Transportation Authority as the municipality may by resolution provide.
