Provides that unless an amount or percentage is otherwise provided by statute, for fines, fees, and costs collected and disbursed by the Circuit Court Clerk pursuant to statute, the county board may require the Circuit Court Clerk in its county to retain not less than 1% nor more than 5% for deposit in the Circuit Court Clerk Operation and Administrative Fund.
