Provides that the Illinois Liquor Control Commission shall designate independent hearing officers to conduct hearings under the Act. Authorizes the hearing officer to administer oaths to witnesses and issue subpoenas for the attendance of witnesses or other persons and the production of relevant documents, records, and other evidence and to require examination of the evidence. Provides that parties to a hearing may conduct cross-examination required for a full and fair disclosure of the facts. Provides that the Commission shall record the testimony and preserve a record of all proceedings at the hearing by proper means of recordation.
