Deletes a provision that authorized a public body to hold closed meetings to consider collective negotiating matters between it and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Amends the Illinois Public Labor Relations Act and the Illinois Educational Labor Relations Act. Repeals provisions that make the Open Meetings Act inapplicable to collective bargaining negotiations and grievance arbitrations conducted under those Acts.
