Repeals the Illinois Parentage Act and the Illinois Parentage Act of 1984. <SynopsisText>Replaces everything after the enacting clause with the provisions of the introduced bill, and makes changes in Articles concerning: definitions; establishment of parent-child relationship; presumption of parentage; proceedings to declare the non-existence of the parent-child relationship; burden of proof; voluntary acknowledgment; execution of acknowledgment; denial of paternity; effect of acknowledgment; filing fee; rescission proceedings; challenge of acknowledgment; ratification of acknowledgment; full faith and credit; acknowledgment forms; release of information; genetic testing; temporary relief; standing; notice to presumed parent; limitations; admissibility of results of genetic testing; effect of determination of parentage; assisted reproduction; support orders; and parentage judgments. Repeals Sections concerning administrative fees and determinations of paternity.</SynopsisText><synopsistitle>House Floor Amendment No. 4</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause with the provisions of House Amendment #1, but makes changes in the Article of the new Act concerning children of assisted reproduction and in Sections of the new Act concerning definitions; the scope of the Act; presumption of parentage; proceedings to declare the non-existence of the parent-child relationship; standing; limitation periods; authority to deny a motion for genetic testing; consequences of declining genetic testing; rules for adjudication of parentage; and the effect of a determination of parentage. Throughout the new Act, changes "domestic partnership" to "substantially similar legal relationship" and makes corresponding changes. In the Article concerning voluntary acknowledgment, changes "paternity" to "parentage". Provides that insofar as practicable, the provisions of the Act applicable to the father and child relationship shall apply to the mother and child relationship including, but not limited to, the obligation to support. Provides that if 2 or more conflicting presumptions arise concerning parentage, the presumption which on the facts is founded on the weightier considerations of policy and logic, especially the policy of promoting the child's best interests, controls.</SynopsisText><synopsistitle>House Floor Amendment No. 5</synopsistitle>
<SynopsisText>Provides that an alleged father must commence an action to establish a parent-child relationship for a child having a presumed parent (previous language did not include "for a child having a presumed parent") not later than 2 years after the petitioner knew or should have known of the relevant facts. Throughout the new Act, changes references to a guardian ad litem to references to a "guardian ad litem, child's representative, or attorney for the child".</SynopsisText><synopsistitle>Judicial Note, House Floor Amendment No. 4 (Admin Office of the Illinois Courts)</synopsistitle>
