Provides that retailers that do not possess a valid certificate of registration at the time the sale are not entitled to a vendor's discount under the Act. Amends the Retailers' Occupation Tax Act. Provides that the Department may deny a certificate of registration to any applicant if any owner, partner, manager, or member is in default of a tax or fee Act administered by the Department. Allows the Department of the Lottery to designate specific lottery game drawings to benefit the various scratch-off game funds.
