| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Jane Shugg Elkins of Hinsdale, who passed |
| 4 | | away on April 27, 2012; and
|
| 5 | | WHEREAS, She was born in 1919 in Huntington, West Virginia; |
| 6 | | she received her undergraduate degree from Wellesley College |
| 7 | | Class of 1940; and
|
| 8 | | WHEREAS, In her pursuits, she often stepped outside |
| 9 | | boundaries and discovered herself to be the first person to do |
| 10 | | so; when Women Accepted for Voluntary Emergency Service, or |
| 11 | | W.A.V.E.S., was established in 1942, she immediately enlisted |
| 12 | | and was the first commissioned officer from Michigan during |
| 13 | | World War II; when she entered Northwestern Law School, she was |
| 14 | | one of 4 women in the first class of returning veterans; when |
| 15 | | she became interested in antique cars and purchased a Model A |
| 16 | | Ford, she had to get special permission from the superintendent |
| 17 | | of schools to enroll in an all men's course on 4-cylinder |
| 18 | | engines; and
|
| 19 | | WHEREAS, Her vision of life was more than could be filled |
| 20 | | in one activity, one vocation or a single life; her interests |
| 21 | | and ventures were boundless; she wore many hats with flair and |
| 22 | | grace during her lifetime, as a mother, attorney, entrepreneur, |
|

| 1 | | Hinsdale village trustee, and as a member of the League of |
| 2 | | Women Voters, Embroiders Guild, Lyric Opera, Chicago Symphony, |
| 3 | | and Music of the Baroque; she enjoyed traveling, art class, |
| 4 | | breeding springer spaniels, cats, antique cars, bridge, book |
| 5 | | groups, botany, and making beads; and
|
| 6 | | WHEREAS, She was one of the first women to serve on the |
| 7 | | Board of Trustees at Union Church; she has also served on the |
| 8 | | committees to search for Union Church's last 3 pastors, |
| 9 | | minister of music, and the Illinois Conference Minister; and
|
| 10 | | WHEREAS, Jane Shugg Elkins was the beloved wife of the late |
| 11 | | Robert Hiatt Elkins Sr. for 52 years; she was the loving mother |
| 12 | | of 5 children, Margaret Templet-Drummond, Elizabeth Louise |
| 13 | | Elkins, Catherine Killgore Elkins, Robert Hiatt Elkins Jr., and |
| 14 | | Susan Elkins Kneisel; and a proud grandmother of 5 |
| 15 | | grandchildren, Melissa Ann Templet, Megan Elizabeth Templet, |
| 16 | | Lauren Elizabeth Kneisel, Andrew Killgore Kneisel, and |
| 17 | | Alexander Hiatt Kneisel; therefore, be it
|
| 18 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL |
| 19 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
| 20 | | her family and friends, the passing of Jane Shugg Elkins; and |
| 21 | | be it further
