| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Matthew D. Melucci of Collinsville, who |
| 4 | | passed away on May 10, 2012; and
|
| 5 | | WHEREAS, He was born January 23, 1944, in Belleville, New |
| 6 | | Jersey, to the late Matteo and Antoinette (Nee LaBadia); and |
| 7 | | WHEREAS, He received a Bachelor of Arts degree from Rutgers |
| 8 | | University in 1966; in 1974, he received a Master of Arts |
| 9 | | degree from Saint Louis University; he was a St. Louis Fellow |
| 10 | | in the Program for Senior Executives of State and Local |
| 11 | | Government at the John F. Kennedy School of Government at |
| 12 | | Harvard University and was in the class of 1977-1978 in the |
| 13 | | Danforth Foundation's St. Louis Leadership Program; and |
| 14 | | WHEREAS, He had a long career in public service, which |
| 15 | | began during his service as a Lieutenant in the United States |
| 16 | | Army Military Police Corps, where he was assigned to the |
| 17 | | Supreme Headquarters Allied Powers Europe; he was Madison |
| 18 | | County's first Director of Administration, serving under the |
| 19 | | late Nelson Hagnauer from 1975 to 1979; in 1979, he was named |
| 20 | | Executive Director of the East-West Gateway Council of |
| 21 | | Governments; he also served as the first Chief of Staff to U.S. |
| 22 | | Congressman Jerry Costello, a position he held until he was |

| 1 | | elected Madison County Circuit Clerk; and
|
| 2 | | WHEREAS, He was the Madison County Circuit Clerk and |
| 3 | | Chairman of the Madison County Democratic Party; he was a |
| 4 | | 5-term clerk of the Third Judicial Circuit Court and was first |
| 5 | | elected in 1992 and re-elected in 1996, 2000, 2004, and 2008; |
| 6 | | in 2007, he was also elected Madison County Democratic Party |
| 7 | | Chairman and was recently re-elected to that post; and
|
| 8 | | WHEREAS, He was a Democratic National Committee member; he |
| 9 | | was a member of Ss. Peter & Paul Catholic Church, the Knights |
| 10 | | of Columbus, American Legion Post 365, and served as a past |
| 11 | | President of the Collinsville Lions Club and the Italian |
| 12 | | American Club of Southwestern Illinois; and
|
| 13 | | WHEREAS, He was preceded in death by his parents; and his |
| 14 | | sister, Maria (Melucci) Bainbridge; and
|
| 15 | | WHEREAS, Matthew Melucci is survived by his nephews, Tom, |
| 16 | | Tim, Mark, and James Bainbridge; his nieces, Carla Cogdell and |
| 17 | | Maria Wilckens; his great-niece and nephews; and his |
| 18 | | brother-in-law, aunts, and cousins; therefore, be it
|
| 19 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL |
| 20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
| 21 | | his family and friends, the passing of Matthew Melucci; and be |
| 22 | | it further
