| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Charles "Charlie" Henry Howland of |
| 4 | | Bethalto, who passed away on October 26, 2011; and
|
| 5 | | WHEREAS, He was born on April 26, 1920, in Whiteside, |
| 6 | | Missouri, the second of 5 children born to Lena Bell (Day) |
| 7 | | Howland and William Riley Howland; he married the former Evelyn |
| 8 | | Louise Spann on January 3, 1947; and
|
| 9 | | WHEREAS, He was an avid sportsman and known throughout the |
| 10 | | country for the quality hunting dogs that he raised throughout |
| 11 | | his life; he was a past president of Laborers Local Union #338, |
| 12 | | where he was a 69-year member, holding the oldest card in the |
| 13 | | Local Union at the time of his passing; and
|
| 14 | | WHEREAS, He was a strong advocate for the working man and |
| 15 | | participated in many hard fought battles to insure fair wages |
| 16 | | and benefits for his co-workers; he was particularly proud of |
| 17 | | helping to bring the Central Laborers Pension plan to the Wood |
| 18 | | River Local (union); even though the plan met stiff opposition |
| 19 | | early on his persistence and vision for a better tomorrow will |
| 20 | | benefit area working class families for decades to come; he |
| 21 | | will be fondly remembered for his great sense of humor and |
| 22 | | story telling; and
|

| 1 | | WHEREAS, He was preceded in death by one brother, Marvin |
| 2 | | Howland; his sisters, Mary Lou Howland and Arie Jane (Howland) |
| 3 | | Jones; his granddaughter, Jennifer Christine Howland; and his |
| 4 | | grandson Colin Howland; and
|
| 5 | | WHEREAS, Charles Howland is survived by his loving wife, |
| 6 | | Evelyn Howland; his sister, Ruby Quiller; his daughters and |
| 7 | | spouses, Charlene (Mike) Shaw, Marlene (George) Stanich, Judy |
| 8 | | (Abe) King, Marilyn Grizzle, Connie (Ron) Stone, and Luanne |
| 9 | | (Jeff) Moody; his sons and spouses, Tom (Sheila) Howland, Danny |
| 10 | | (Kelly) Howland, and Michael (Kirstie) Howland; his |
| 11 | | grandchildren, Jasen Shaw, Tony King, Donnie House, Christina |
| 12 | | Stone, Kim Carstens, Heidi Hoskins, Chad Howland, Steve |
| 13 | | Stanich, Michael Stone, Melissa Stone, Drew Howland, Kayla |
| 14 | | Howland, Matt Moody, Miranda Stuller, Melanie Moody, Nicholas |
| 15 | | Howland, Ryan Howland, and Dylan Howland; and his |
| 16 | | great-grandchildren, Mary Frances, Shelby, Lauren, Alex, |
