| 4 | | 3, on page 30, by inserting immediately below line 15 the |

| 6 | | "(a-5) No penalty may be imposed under this Section unless |
| 7 | | the recorded speed of a vehicle is 12 miles per hour or more |
| 8 | | over the applicable speed limit.

| 9 | | (a-10) This Section applies only to the counties of Cook, |
| 10 | | DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will and |
| 11 | | to municipalities located within those counties.".
