HOUSE RESOLUTION

WHEREAS, Not-for-profit social service organizations provide critical assistance to the people of the State of Illinois; and

WHEREAS, In addition to providing that assistance, these organizations employ over 400,000 people in the State and are represented in each and every State legislative district; and

WHEREAS, In 2009, the State began withholding timely payment for services rendered by these organizations, causing not only funding emergencies for these organizations, but also critical service shortages for the persons who rely on those services; and

WHEREAS, These problems have been exacerbated by Public Act 97-72, which amended Section 3-2 of the State Prompt Payment Act to require payment of obligations within 90 days rather than 60 days, thus further delaying the ability of these organizations to seek payment through the State's Vendor Payment Program; and

WHEREAS, Today, the State owes not-for-profit social service organizations more than $4 billion for services rendered; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we recognize the importance of the services provided by not-for-profit social service organizations in the State and urge the Comptroller to prioritize the payment of obligations owed to these organizations; and be it further

RESOLVED, That a suitable copy of this resolution be delivered to the Comptroller.
