| 2 | | WHEREAS, Former Surgeon General C. Everett Koop reported |
| 3 | | when he appeared before the U.S. Senate's Subcommittee on |
| 4 | | Nutrition in 1989 that breastfeeding should be actively |
| 5 | | promoted in all maternal and child health programs; health |
| 6 | | experts worldwide agree that breastfeeding is the optimal way |
| 7 | | to nurture infants and should be practiced wherever possible; |
| 8 | | and
|
| 9 | | WHEREAS, Human milk is a unique species-specific source of |
| 10 | | infant nutrition and not only allows birth to occur at an early |
| 11 | | stage of development, but also allows a time of intense |
| 12 | | maternal-infant interaction to facilitate early behavioral |
| 13 | | development; and
|
| 14 | | WHEREAS, Breastfeeding offers many important benefits for |
| 15 | | mothers and babies and also for society; there is abundant |
| 16 | | evidence that human milk is designed to enhance optimally the |
| 17 | | growth, development, and well-being of an infant; a mother's |
| 18 | | milk provides the best protection for her infant against |
| 19 | | specific infections; this cannot be duplicated in infant |
| 20 | | formula; therefore, be it
